The concept for the game came from a cartoon drawn by Kevin Eastman and his friend Peter Laird during a random night of brainstorming. The drawing of a short, fat turtle wearing a mask with nunchaku strapped to its arm was humorous to the young artist

because it shows the inherent contradiction between the slow, cold-blooded reptile and the speed and agility of Japanese martial arts. Laird suggested that they create a team of four such turtles, each specializing in a different kind of weapon.

Eastman and Laird often cite the works of Frank Miller and Jack Kirby as their primary artistic influences.

The fictional superhero teenage anthropomorphic Turtle quartet of ninjas appear in their own namesake franchise, which includes comics, children's cartoons, feature films and other tie-in products. The characters were created in 1984 by comic book writers and artists Peter Laird and Kevin Eastman.
