The concept for the game came from a cartoon drawn by Kevin Eastman and his friend Peter Laird during a random night of brainstorming. The drawing of a short, fat turtle wearing a mask with nunchaku strapped to its arm was humorous to the young artist
because it shows the inherent contradiction between the slow, cold-blooded reptile and the speed and agility of Japanese martial arts. Laird suggested that they create a team of four such turtles, each specializing in a different kind of weapon.
Eastman and Laird often cite the works of Frank Miller and Jack Kirby as their primary artistic influences.
